Foreign Direct Investment (FDI) is one of the most striking features of the global economy today. Realizing the importance of FDI in the economy, the Government of Ethiopia has implemented structural reform programs and trade liberalization to attract more FDI. The purpose of this study was to examine the trends and structure of FDI in agricultural sector and at the same time to explore the impacts of FDI in agricultural export sector in the country.

We use a large data set from Ethiopia that differentiates tenure security and transferability to exploredeterminants of different types of land-related investment and its possible impact on productivity. While we findsome support for endogeneity of investment in trees, this is not the case for terraces. Transfer rights areunambiguously investment-enhancing. The large productivity effect of terracing implies that, even where householdsundertake investments to increase their tenure security, this may not be socially efficient. In Ethiopia, governmentaction to increase tenure security and transferability of land rights can significantly enhance rural investment andproductivity.

There is an increasing interest of acquiring farmland abroad, especially following the food pricecrisis in 2007/08. East Africa is a hotspot of activities, and given the high prevalence of poorpeople in the area, impacts on rural livelihoods are expected to be substantial. Followingsignificant primary data collection in Ethiopia and Uganda, the study analyses the impact of twosuch large-scale land acquisitions on the rural economy and the local population’s livelihood,using Theory-based Impact Evaluations (Hemmer 2011) within an analytical framework oflayered social analysis (Williamson 2000). Impact is assumed to manifest through five majorchannels: land, labour, natural resources, technological & organisational innovation andinstitutional change.

In 2008, I stumbled upon a fascinating article that detailed an attempted deal between the government of the Madagascar and Daewoo Logistics. Daewoo wanted access to more than 3 million acres of Madagascar's' arable land, which it intended to use to grow palm oil and maize. The Ethiopian government is forcibly moving tens of thousands of indigenous people in thewestern Gambella region from their homes to new villages under its “villagization”program. These population transfers are being carried out with no meaningful consultationand no compensation. Despite government promises to provide basic resources andinfrastructure, the new villages have inadequate food, agricultural support, and health andeducation facilities. Relocations have been marked by threats and assaults, and arbitraryarrest for those who resist the move. The state security forces enforcing the populationtransfers have been implicated in at least 20 rapes in the past year. Fear and intimidationare widespread among affected populations.

Ethiopia is often highlighted as a country in which a lot of foreign land acquisition is occurring. The extent to which these investments also constitute significant acquisitions of water is the subject of this paper. It is apparent that water availability is a strong driver of the recent surge of investments in agricultural land globally, and in general the investments occur in countries with significant 'untapped' water resources. Ethiopia is no exception.
