In Eritrea the economy is on the main agrarian and land is the basic resource for its overall development. Land tenure in Eritrea, as in many other African countries, was mainly communal; kinship (risti) or village owned (diesa or shehena). There was also the gulti tenure or land given by royal power. The fourth type of land tenure was the demoniale or state ownership introduced during the Italian rule.

Eritrea, an agrarian country with 70% of its population working in agriculture, is characterized by very low farm incomes and chronic food deficits with severely constrained agricultural productivity. Food security in the country is threatened by erratic episodes of drought, reduced availability of agricultural labor, localized flooding, and poor infrastructure, all of which contribute to low crop yields. Low crop yield severely affects food security. As a result, 66% of the population is under-nourished and 35% of children are underweight (World Food Program 2011).

ABSTRACT. This paper uses data from rural Eritrea to assess the effect of endowments in non-land factors of production on land-renting behavior of farm households and to test for transaction costs of adjustment in the land rental market. A two-stage approach for participation in the market as landlords or tenants is used for analysis. Results show the importance of the land rental market for adjustment to non- or semi-tradable non-land household endowments. There were indications of significantly higher transaction costs faced by potential tenants than by potential landlords.
