The Land governance M&E framework will be adapted to the Monitoring and Evaluation of Land in Africa (MELA) framework which focuses on tracking progress in implementation of the AU Declaration on Land Issues and Challenges. It will also take into account broader land monitoring initiatives on the SDG implementation as well as the VGGTs.

Outcome 5.1 The IGAD Land Monitoring Framework operationalized taking into consideration, MELA and the SDG indicators on land in selecting appropriate indicators for the IGAD region.

The IGAD Land Monitoring Framework will be adapted and customized to the IGADInfo. The modifications would mainly be in the area of selection of indicators that are most relevant for the IGAD region. These will be implemented in an incremental manner as Member States capacity to collect and report on land governance indicators is enhanced.

Outcome 5.2  Capacity in Member States enhanced on Monitoring and reporting on land indicators for the AU Declaration on Land Issues and Challenges in Africa and the Sustainable Development goals

IGAD Secretariat will hire a full time Land Monitoring expert. Part of his duties will be to support IGAD member states develop capacity in monitoring and reporting on the AU Declaration on land and on SDGs. The expert will work along with the M&E experts to scale up the Monitoring and Evaluation of Land in Africa (MELA) M&E initiative which ALPC has piloted in 12 countries (including 3 IGAD member states) using some of the funds from the first phase project. The capacity development activities will include introducing the M&E system, recruiting national level M&E coordinators, training of coordinators, data collection, and preparing periodic reports. 

Outcome 5.3  Support member states in collecting and reporting land data in line with the AU Declaration on land issues and challenges in Africa as well as the Sustainable Development Goals

In addition to being supported to develop capacity in land monitoring, building on the MELA initiative, and the SDG monitoring process, IGAD Member States will be supported in collecting and reporting data in line with the AU Declaration on land issues and challenges in Africa and on the land-related SDG indicators.

Outcome 5.4. Annual Regional Reports produced on the status of land governance in the IGAD regions in line with the selected indicators

The Land Monitoring Expert at the IGAD Secretariat will, will prepare and submit regional annual reports on the status of land governance in the IGAD region.
